This specimen was lot 32131 in Heritage sale 3076 (Long Beach, CA, September 2019), where it sold for $2,760. The catalog description[1] noted, "Russia. Nicholas I 3 Kopecks 1854-BM MS65 Red and Brown NGC, Warsaw mint, Obv. Crowned Imperial eagle with orb and scepter. Rev. Date and value in wreath. Boldly struck, with considerable original golden mint luster. A splendid gem example - the finest certified by either NGC or PCGS." This type was struck at Warsaw (shown here) and at Ekaterinburg (KM C151.1, much more common) 1850-59.
