This specimen was lot 402 in Sincona sale 84 (Zürich, October 2023), where it did not sell. The catalog description[1] noted,
"RUSSIA Russian Empire and Federation, 25 Kopecks 1854, St. Petersburg Mint, SPB PA. NGC UNC Details. Beautiful condition with magnificent patina. Some minor cleaned on reverse."
This type was struck 1832-58 in large quantities but is today much coveted in nice condition. In 1886 the coin was lowered in weight to 5 g but raised in purity to 0.900 fine to more closely match the French standard.
