This specimen was lot 8167 in Stack's Bowers NYINC sale (New York, January 2022), where it sold for $264. The catalog description[1] noted, "RUSSIA. 3 Kopeks, 1899-CNB. Rosenkranz (St. Petersburg) Mint. Nicholas II. PCGS MS-65 Brown. Lovely original mint red shines around the devices on this lustrous gem 3 Kopek. Very attractive, and nearly RB, this example is very nice for the type and extremely eye appealing. No distracting marks worth mentioning." This type was struck 1867-71, 1876-84, 1891-1914 and is common.
