Marcus Garvey (1887-1940) replaced a hummingbird on the twenty-five cent piece in 1991. In 1995, the coin was reduced in size and converted from nickel plated steel to copper plated steel but Garvey remained. The SCWC lists the type for 1995-96 and 2000. Garvey, born in Jamaica, led a back-to-Africa movement in the United States around the time of World War One. He was arrested, tried and deported on charges of mail fraud which some say were trumped up.
