This specimen was one of a type issued 1858-66. It had a face value of 1/30 thaler but had only about 1/35 thaler worth of silver. Only high grade examples display the silvery look seen here; circulation turned these billon coins a dingy brown in rapid order. The kingdom of Hannover was the old duchy of Brunswick-Luneburg prior to the Napoleonic invasions. It was was separated from the British crown in 1837 and absorbed by Prussia in 1866.
