This type was struck at the Royal Mint as part of a series to honor famous Ecuadoreans. This one features Galo Plaza (1906-87), who was President of Ecuador from 1948 to 1952. Five, ten, twenty-five and fifty centavos were issued using the modules of United States coins altho in stainless steel instead of copper-nickel. As Ecuador is dollarized, they are likely intended to be convertible to the dollar and not the old sucre.
