This is one of a series of circulating commemoratives issued in the 1920's and 1930's which today form an interesting but inexpensive set. This particular one commemorates Tobias Barreto and was issued 1939 only. It is the last of the denomination. The réis was abolished in 1942 with the reform of the coinage in that year.

Wikipedia comments, "Tobias Barreto de Meneses (June 7, 1839 – June 26, 1889) was a Brazilian poet, philosopher, jurist and literary critic. He is famous for creating the 'Condorism' and revolutionizing Brazilian Romanticism and poetry."
