This specimen was lot 70641 in Stack's Bowers Collector's Choice sale (Costa Mesa, CA, October 2021), where it sold for $1,020. The catalog description[1] noted, "FRANCE. 20 Euros, 2003. Paris Mint. NGC PROOF-70 Ultra Cameo. Struck to commemorate the 100th anniversary of the Tour De France, featuring cyclists with the flag. Sharply struck, with hard mirrored fields and frosted cameo devices, this example is stunningly flawless." In 2003, the Paris mint issued five NCLT's in this denomination. honoring the centennial of the Tour de France (KM 1327, 1328, 1329, 1330, 1334), of which this is the third. The designs were also used on silver 1½ euros (KM 1321, 1322, 1323, 1324, 1325). The treaty which established the euro in 1999 gave specifications for the one cent thru two euro coins which are legal tender throughout the European Union. Higher denominations are not legal tender and each country is free to issue commemoratives as it sees fit, a right the Paris mint has ruthlessly exploited.
