Jean Elsen sale 156, lot 1617

This specimen was lot 1617 in Jean Elsen sale 156 (Brussels, September 2023), where it sold for €750 (about US$962 including buyer's fees). The catalog description[1] noted,

"FRANCE, Cinquième République (1959-), AV 20 euro, 2003. Semeuse. Ecrin et certificat n° 863. Flan poli. (France, Fifth Republic, since 1959, gold twenty euro of 2003, Semeuse. Proof, with box and certificate.)"

The treaty which established the euro in 1999 gave specifications for the one cent thru two euro coins which are legal tender throughout the European Union. Higher denominations are not legal tender and each country is free to issue commemoratives as it sees fit, a right the Paris mint has ruthlessly exploited. The Paris Mint issued the twenty euro denomination for many NCLT's in 2003, including KM 1327, 1328, 1329, 1330, 1334, 1337, 1339, 1342, 1344, 1346, 1349 (shown here), 1354, 1356, 1358, 1360, 1363, 1998, 1999, 2000, 2004, 2007 and 2009. So many have been issued that the standard catalogs omit them for lack of space.
