This specimen was lot 2632 in Goldberg sale 98 (Los Angeles, June 2017), where it sold for $447. The catalog description[1] noted, "Papua New Guinea. 100 Kina, 1984. 100th Anniversary-Founding of British and German Protectorates. Choice Brilliant Proof." This is a product of the Franklin Mint, which struck most of Papua New Guinea's coinage 1975-84.
