This specimen was lot 1050 in Stephen Album sale 27 (Santa Rosa, CA, January 2017), where it sold for $940. The catalog description[1] noted, "LEBANON: Republic, AV 400 livres, 1980. XII Jeux Olympiques d'Hiver Lake Placid, mintage of 1000, gem Proof." We don't know who sold the Lebanese government on issuing this NCLT but it is rare and obscure. The accompanying silver ten livres (KM 33) and copper-nickel livre (KM 32) are also seldom seen. According to Wikipedia, Lebanon sent three athletes to this games, all skiers, none of whom medalled.

Recorded mintage: 1,000.

Specification: 8 g, 0.900 fine gold, .230 troy oz AGW.
