This specimen was lot 929 in Stephen Album sale 32 (Santa Rosa, CA, September 2018), where it did not sell. The catalog description[1] noted, "LEBANON: 1 livre, 1980, 1980 Winter Olympics, Lake Placid, New York, PCGS graded PF66 CAM." We don't know who sold the Lebanese government on issuing this NCLT but it is rare and obscure. The accompanying gold 400 livres (KM 34) and silver ten livres (KM 33) are also seldom seen. According to Wikipedia, Lebanon sent three athletes to this games, all skiers, none of whom medalled.

Recorded mintage: 40,000.
