This specimen was lot 71407 in Stack's Bowers Collectors Choice sale (Santa Ana, CA, October 2020), where it sold for $70. The catalog description[1] noted, "FINLAND. 25 Pennia, 1917-S. Helsinki Mint. NGC MS-67. Struck during the final year before the Finnish Revolution and ultimate freedom from czarist Russia, this brilliantly lustrous minor offers tremendous radiance and stands with just a small handful of others as the finest graded in the NGC census." This type was struck by the Kerenski government after the tsar had abdicated and before the Finns declared independence. It lacks a crown over the eagle. Tsarist 25 penniä (KM 6.2) also exist for 1917. Both are common.

Recorded mintage: 2,310,000 plus 5,820,000 of KM 6.2.

Specification: 1.27 g, 0.750 fine silver, 16 mm diameter.
