This specimen was lot 1060 in Jean Elsen sale 121 (Brussels, June 2014), where it sold for €120 (about US$192 including buyers' fees). The catalog description[1] noted,

"BELGIQUE, Royaume des Pays-Bas, Guillaume Ier (1815-1830), AR 25 cents, 1823 B, Bruxelles. Très Beau. (Belgium, kingdom of the Netherlands, William I (1815-30), silver twenty-five cents of 1823, Brussels mint. Very fine.)"

This type was struck in Utrecht and Brussels 1817-30. The 1823-B is neither common nor rare. After Belgium obtained her independence in 1830, the mint continued striking for the new country until its closure in 2018.
