This specimen was lot 1381 in Stephen Album sale 38 (Santa Rosa, CA, September 2020), where it sold for $1,904. The catalog description[1] noted, "IRAQ: Republic, 10 dinars, 1990/AH1411, "Victory Arch" Monument in Baghdad above palm tree, cleaned, EF, RRR. Rare issue not released into circulation and struck at the Sudan Mint House, Khartoum." In 1991, Saddam Hussein embarked on his ill-fated attempt to invade and conquer Kuwait, whereupon economic sanctions would have limited his ability to contract with foreign mints for coinage. Besides this ten dinars, the SCWC reports a 50 fils (KM 128), a 250 fils (KM 147), and a 5 dinars (KM 171) for 1990 but nothing thereafter.
