This specimen was lot 866 in Jean Elsen sale 124 (Brussels, March 2015), where it sold for €480 (about US$499 including buyer's fees). The catalog description[1] noted,
"BELGIQUE, Royaume, Albert II (1993-2013), AV 100 euro, 2003, Bicentenaire du Franc Germinal. Ecrin et certificat. Flan Poli. (Belgium, Albert II (1993-2013), gold hundred euro of 2003, bicentennial of the Franc Germinal. Proof, with COA.)"
The SCWC lists this issue for 2004 but it is clearly dated 2003. The coin it commemorates isn't even Belgian, but French.
