This specimen was lot 585 in Jean Elsen sale 115 (Brussels, December 2012) where it sold for €120 (about US$183 including buyer's fees). The catalog description[1] noted,

"TOURNAI, Seigneurie, Philippe II (1555-1598), restauré, AR dixième d'écu Philippe, 1584, Droit: B. cuirassé à droite. Revers: Ecu couronné sur une croix de Bourgogne, entre deux briquets, portant le bijou de la Toison d'or. Rare. Ex HSA 18524. presque Très Beau. (lordship of Tournai, Philip II restored (1555-98), silver tenth écu of 1584, Arras mint, with a lion dividng the date. Obverse: armored bust to right; reverse: crowned arms over a Burgundian cross with the jewels of the Order of the Golden Fleece. Rare, about very fine.)"

This coin, along with similar twentieth écus and fifth écus, seems to be the first fumbling attempt at a decimal coinage.
