This two euro was struck in Rome for San Marino 2008-16. San Marino is not a full member of the euro but Italy is permitted to strike token amounts of coinage on San Marino's behalf. A similar arrangement obtains for other microstates such as Andorra, Monaco and Vatican City. Nearly all end up in collector sets.
