This specimen was lot 2204 in Goldberg's NY International sale 59 (New York, January 2023), where it sold for $192. The catalog description[1] noted, "15 Kopecks 1889 CПБ-AГ. Authenticated and graded by NGC MS 64+ (# 2075234-006). Bold strike with blazing lustre. Very choice, near gem brilliant uncirculated." This type was struck in moderate numbers 1867-93 and 1896-1914 at St. Petersburg. This is a common date. Mintmaster AG was Appolon Grasgov.
