This type was struck in Helsinki for Finland 1969-79. All dates are common. It was demonetized in 1979. Wikipedia comments, "On the 28 August 2024 the directors of the mint decided to terminate operations. Once current contracts are completed the facility will close down, a date expected to be in the spring of 2025."
