This issue, an NCLT, honors long vanished king Charlemagne.
(Probably to commemorate the great precursor of European unity, certainly at the point of a sword but nobody's perfect, the commemorative 100 francs of 1990 celebrates the memory of Charlemagne, emperor of the West. His empire stretched from the marches of Spain to Saxony and Italy. The portrait, while artistically interesting, is completely imaginary, especially in the beard.)"
This type was demonetized with the coming of the euro and now trades for bullion. This type was also struck in gold and is rare thus.
