This type was issued by the Philippines for circulation 1983-92, to be superseded in 1995 by a copper plated steel coin (KM 268). Today, with US$1 = 48 PHP (approximately), no coins smaller than a peso circulate. This date is common. The flower on the reverse is the waling-waling orchid, the Philippine national flower.
