This specimen was lot 496 in Sincona Auction 99 (Zürich, October 2025), where it sold for 50 CHF (about US$75 including buyers' fees). The catalog description[1] noted,
"Soviet Union, Union of Soviet Socialist Republics, 1917-1991. 1 Rouble 2003, St. Petersburg Mint. Small Cormorant. 10'000 Exemplare geprägt, 10,000 specimens struck. NGC PF69 ULTRA CAMEO."
The artist has drawn the bird to appear flightless. The actual pygmy cormorant (Microcarbo pygmaeus) can fly and migrates considerable distances.
