This specimen was lot 1154 in Jean Elsen sale 143 (Brussels, December 2019), where it sold for €80 (about US$105 including buyer's fees). The catalog description[1] noted,

"ARCHES, Principauté, Charles Ier de Gonzague (1601-1637), AR double tournois, 1609, Charleville. D/ B. cuir. à d. R/ Ecu couronné. Rare dans cette qualité. Très Beau à Superbe, (principality of Arches, Charles of Gonzaga, 1601-37, silver double tournois of 1609, Charleville mint. Obverse: armored bust right; reverse: crowned arms. Rare in this quality, Very Fine - Extremely Fine.)"

The county of Rethel and the duchy of Nevers, located in northeast France, were the heritage of the dukes of Mantua, who struck coins for the region until 1653. This type is listed in the SCWC for 1608, 1610, 1611.
