This type, struck 1964 and 1966, was the second attempt to revive the twenty-five centavos in the twentieth century. It flopped just like the prior attempt of 1950-53 as users preferred the twenty centavos. Madero appears on the obverse; he would reappear on the twenty centavos of 1974-83.
