This specimen was lot 57438 in Stack's Bowers NYINC sale (New York, January 2024), where it sold for $60. The catalog description[1] noted, "ITALY. 25 Centesimi, 1903-R. Rome Mint. Vittorio Emanuele III. NGC MS-62." This denomination was introduced in 1902 but seems to have been a complete flop as it was suspended in 1903. Its rarity today is likely explained by melting to produce the twenty centesimi of 1908-35 (KM 44), of the same size and composition.
