This specimen was issued by Algeria as part of the F.A.O. series. It commemorates the second four-year food plan of 1974-77 (the first was noted on a five centimes of 1970, KM 101). Grandiose central plans were beloved by authoritarian regimes in the sixties and seventies which modeled themselves on Soviet economics. Generally, the legacy of such plans was unserviceable debts and wasted effort.
