This specimen was lot 2151 in Sincona sale 47 (Zürich, May 2018), where it sold for 140 CHF (about US$168 including buyer's fees). The catalog description[1] noted,

"Russland, Sowjetunion, 1917-1991. Rubel 1965. 20 Jahre Sieg über die dt. Nationalsozialisten. Polierte Platte. FDC. (Soviet Union, 1917-91, ruble of 1965, twentieth anniversary of the victory over the Nazis. Choice Proof.)"

A one-year commemorative that would probably be better known in the West had it been manufactured from silver. We can't explain the discrepancy between the reported weight and the specification given in the SCWC.

Recorded mintage: 59,989,000 plus 55,000 of Y135.2 (with lettered edge).

Specification: 10 g, 31 mm diameter, copper-nickel-zinc, this specimen 12.75 g.
